Under federal law to assist you in locating the parent who owes child support whether or not you receive TANF (welfare) benefits. The following services are provided through the IV-D program:
• Federal Parent Locator Service (FPLS) will provide the parent who owes child support Social Security Number, address, and employer and/or income information. The FPLS uses the most current information that is available from the Internal Revenue Service (IRS); Social Security Administration (SSA); National Personnel Records Center (NPRC); Department of Defense (DOD); Department of Veteran’s Affairs (DVA); Selective Service System (SSS); and State Employment Security Agencies (SESA). The information from the SESA is updated quarterly.
• State Parent Locator Service (SPLS) will check the social security number and name with the records of the following state offices: Employment; Motor Vehicles; Welfare; Worker’s Compensation; Taxation; State Employees; Corrections and Probation and some states access credit bureau records. The State Parent Locator can provide addresses, employers and unemployment and/or worker’s compensation benefits.
• Credit Bureau checks which can provide addresses, employers, and credit history.
• Criminal records which check local law enforcement agencies and can provide address from criminal records, traffic tickets, etc.
• IRS - 1099 form which provides asset information, bank accounts, businesses owned, social security number, etc.
• State Tax Offices records checks which can provide address and employer.
LOCATION RESOURCES
The following locate resources are available for you and DOR for finding an absent parent’s assets:
• Recorder’s Office or Clerk of Courts lists deeds to property.
• If parent who owes child support has a private business, check with the Secretary of State to see if the business is incorporated and verify the address of the corporation.
• Occupational and professional licensing bureaus: if the parent who owes child support is a doctor, dentist, nurse, X-ray technician, etc.
• Trade unions: contact state trade unions or the national trade union for the type of work the parent who owes child support does, such as electrician, plumber, etc.
• Contact the high school, trade school or college of the parent who owes child support. They may have a current address. They may also be the source of date of birth, and/or social security number.
MORE LOCATION RESOURCES
The following resources are available at the Reference Desk of any Public Library throughout the country. You can even call the local library in the county and state where you think the absent parent may be living to have them check this information:
• Telephone books
• City Directory: lists occupations and places of employment, has phone number listing which can provide an address.
• Criss-Cross Directories (the name most often recognized is Haines): You can find someone in this directory either by name, or by their current address or by their current telephone number.

me and my husband were married for 12 now going through a divorce our children are 10 9 6 3 and he is now asking for DNA testing can he do that??

me and my husband split up i had a baby with another man me and my husband got back together and he wanted to be the babys father he signed the birth certificate and now we are going through a divorce and he doesnt want to pay child support for him can he do that

Yes, he can ask for DNA tests, however he could still be responsible for supporting children even those proven not to be biologcally his. It depens on your state law. In some state is a child that is born during a marriage, even though it is not biologically the husbans, is stll his responsibility.
This process can traumatic to children try to make the testing seem as routine as possible. If any of the children are not biologcally his, seek out a good family counselor to help the children, you and your husband to cope and do the approriate things for the child(ren).

Capitalism is the American way, so no surprise frims are charinging to provide locate information. Be careful of scams. You can use the government child support enforcement service for only $25.

My daughter’s biological father has not paid child support in five years. He has no warrants out and it seems like child support is not doing their job. Now my husband, who has been raising her for five years, wants to adopt her and we have to pay double because child support can’t locate them. We have to wait for three months so they can find him and ask his permission for that to happen. That doesn’t sound right. The biological father has never even wanted to see her. What can be done? Isn’t there abandonment laws that terminate his rights?

Every state has different laws about allowing a parent to be disavowed and making the child eligilbe for adoption by a step parents. All states require some type of notifdication of the biological parent.

My ex was laid off and collecting unemployment. His unemployment ran out and he dissapeared. We live in Ohio and I heard he moved to his birth state Massachusetts. Ohio child support said there is nothing they can do to find him and asked me to try and find an address or employer. We havent talked in 5 years. They say they cant help.They said maybe at taxtime an employer will show up on w2 and then its out of our state so nothing they can do really. What??

yes, i have been trying to collect child support from my chil’d father for 4 years he was in jail for a period of time so the case was on hold. i have now reopened the case and going through the states locator service waiting for a court date. i dont think he wil show up for court i live in texas , so i was wondering if he doesnt show up can child support still be enforced on him? will he still be ordered to pay? and im also going to request back pay. he is a dead beat his name is deauntra sennet.

If they legally serve him a notice of the court hearing and he no shows the court can enter a “default” order for him to pay, then when he and his assets are located they can attach them to collect payments.
Be sure to follow up with the state to make sure they are diligently trying to locate him to get him legally served.
